THE PHARMACEUTICAL MARKET: SLOVENIA - REVIEW
In per capita terms, Slovenia is the richest country in Central & Eastern Europe (CEE), with spending per head at least double that found elsewhere in the former Communist countries of the region. Although the economy contracted in 2009, for the first time in 16 years, economic growth returned in 2010 and the economy is set to increase between 2012 and 2016. Slovenia also spends one of the highest proportions of GDP on health than any other CEE country. Over two-thirds of funding is channelled through the compulsory health insurance system. Out-of-pocket payments account for less than half of private spending; this is less than the figure throughout the rest of the region.
In per capita terms, the Slovenian pharmaceutical market is twice the size of Latvia and the highest in the region. The market is predicted to expand in US dollar terms over the next few years, although this may be tempered by slow economic growth in 2011. OTC growth has been steady in recent years. Cough & cold products represent the largest OTC category. Generics account for around a large proportion of the pharmaceutical market in value terms but in volume terms it is much higher. The country's patent laws have traditionally allowed Slovenia's manufacturers great leeway in copying products under patent in the West and pharmacists are allowed to practice generic substitution.
Both Krka and Lek play a major role in the Slovenian market and those of Eastern Europe. They are also seeking to expand their presence in the USA and in the emerging EU generics markets. Lek has had better success in Western markets since 2002, due largely to the Novartis buy-out, and now appears to be pulling significantly ahead of its rival. Multinationals tend not to have manufacturing plants in Slovenia, given the country's small size and proximity to the major Western European manufacturing centres. Bayer is one long-standing exception, having had a joint venture with Lek since the early 1970s.
