Scope

  • The interchange fee on domestic scheme PROSTIR's cards was suspended temporarily in March 2022. PROSTIR resumed charging interchange fees effective from May 1, 2022. The revised interchange fee - which is applicable for both in-store and online transactions - is 0.3% (lower than the pre-conflict figure of 1.3%). For payments to registered charities and social services as well as purchases of government-backed war bonds, the interchange fee remains 0%. Meanwhile, since May 2021, the National Bank of Ukraine has been working with international payment networks Visa and Mastercard to reduce interchange fees for payment card transactions in order to boost growth of non-cash payments in the country. Both card schemes reduced their interchange fee to 1.20% in November 2021. The interchange fee is set to further reduce to 0.90% from July 2023.
  • While Ukraine was gradually recovering from COVID-19, Russia's invasion in early 2022 drove many citizens to leave the country. Amid the dwindling economy and growing unemployment, consumers were forced to reduce their spending, thereby affecting credit card market growth. The rise in the central bank's key policy rate will also impact the market. To support consumers during the Russia/Ukraine conflict, banks are offering relief measures. Alfa-Bank introduced a temporary payment deferral plan to its customers starting from March 1, 2022, allowing them to delay the payment of credit card bills until a later date. The offer was valid until July 13, 2022.
  • Alternative payments are gradually gaining popularity in Ukraine. In July 2022, Swiss watch maker Swatch launched its payment solution SwatchPAY! in Ukraine in partnership with Mastercard. The solution is supported by three Ukrainian banks: Bank Vostok, Oschadbank, and PrivatBank. The solution allows users to make contactless payments using compatible smartwatches. Other international brands such as Apple Pay, Google Pay, Click to Pay, and PayPal are also present in the market.
