Italy's construction industry has been booming, recovering strongly in 2021, when it expanded by 21.3%, and continued to rise sharply in the first half of 2022, with a year-on-year (YoY) growth of 17.4%. The expansion has been driven primarily by support packages and incentives for the residential sector, backed by EU funds under the Recovery and Resilience Facility (RRF) to finance large-scale renovation of residential buildings to make them more energy efficient. Although succeeding in boosting construction in recent quarters, the incentive schemes have proven controversial and distortionary, with high levels of fraud and rising construction costs. In the past few months, there have been indications that the industry is set to fall back sharply; this is in part owing to challenges in the continued delivery of residential support schemes, but also because of the uncertain outlook for the economy, high inflation, and rising interest rates.
The industry is set to suffer a much sharper slowdown than previously anticipated, with output now expected to shrink sharply by 11.5% in real terms in 2023. The sharp drop is from an unexpected high level of output in 2022, and in 2023, output will still be around 10% higher than the pre-coronavirus (COVID-19) levels of Q4 2019. The expected contraction reflects the challenges in residential construction incentive schemes, along with the gloomier economic outlook. However, the government's focus on the development of the country's rail and road transport and energy infrastructure, backed by EU funding, will still support the industry. There is an overarching sustainable mobility plan, under the RRF, to integrate more regions into the high-speed rail network, complete the rail freight corridors, and boost sustainable local transport through the extension of cycle lanes, metros, tramways, and zero-emission buses, including the construction of electric charging stations across the country and hydrogen refuelling points for road and rail transport
