GlobalData expects Brazil's construction industry to grow by 5.8% in real terms in 2022, supported by the restart of all major infrastructure projects that were halted in the last two years due to the coronavirus (COVID-19) pandemic. Over the remainder of the forecast period, the industry's growth will be supported by developments in transportation, industrial, and energy infrastructure. The Brazilian Government has contracted 39 transport infrastructure projects in 2021 which will be carried out over the forecast period. The government will allocate an investment of BRL37.6 billion ($7.1 billion) for those projects in the coming years.
However, the industry's output growth in the coming quarters will be dampened by the impact of high materials and energy prices, along with supply chain disruptions that have been exacerbated by the geopolitical crisis. Prices and availability of resources are projected to be under pressure until the end of 2022. Labor shortages are also a factor in driving up overall construction costs, with the construction industry having to compete with other industries for workers. Moreover, soaring inflationary pressure resulted in rising fuel prices and widespread poverty. According to the Brazilian Economic Institute of the Getulio Vargas Foundation (FGV/IBRE), the National Construction Cost Index - M (INCC-M) rose by 12.1% year on year (YoY) in the first eight months of 2022.
GlobalData expects the infrastructure construction industry to register an annual average growth of 2.8% from 2023 to 2026, supported by investment in the transport, electricity, housing, and telecommunications sectors. The government plans to continue its spending on infrastructure projects, with a focus on improving regional connectivity through the development of transport infrastructure especially rail infrastructure to transport cargo. The government has set a target to increase the share of rail to 35% of the total freight transported by 2035. Brazil's railway network accounted for only 15% of the national logistics distribution in 2021, while the road system accounted for 65%.
