The construction industry in Poland is expected to grow by 4.9% in real terms in 2022-up from GlobalData's previous projection of a 2.7% growth. This upward revision is attributed to strong growth in the first half of the year, in which output grew by 14.1% year on year (YoY) in the first quarter, followed by 8.8% growth in Q2. According to Eurostat, the average construction production index grew by 13.1% YoY in the first seven months of 2022, supported by a rise in both building construction activities (17.7%) and civil engineering works (6%). However, this level of activity is unlikely to be sustained over the coming quarters, due to high inflation and rising interest rates that will weaken demand and keep upward pressure on construction costs. Although buildings construction has remained relatively strong in recent months, construction activity has lost momentum due to a decline in civil engineering. Labor shortages, soaring material prices, and weak investor confidence are likely to weigh on activity this year, and this will be exacerbated by weak domestic and external demand should the economy fall into recession in the coming quarters. Reflecting a continuation of weakness beyond this year, the industry is expected to contract by 2.8% in 2023.
Over the longer term, the industry is expected to grow at an annual average rate of 3.7% from 2024 to 2026, driven by government investments in rail and road infrastructure and renewable energy projects. Polish State Railways is expecting to spend over PLN14 billion ($3.7 billion) in 2022 as part of the National Railway Program (2021-27). The industry's growth over the forecast period will also be supported by investments as part of the PLN290 billion ($76.7 billion) National Road Construction Program, which aims to complete the construction of several highways and expressways by 2030
