- To boost electronic payments in the country, in December 2020 the central bank introduced the Transfers 3.0 scheme, which aims to expand the scope of instant payments by creating an open and interoperable payment system in the country. The new system will support instant payments made via methods including debit and credit cards, QR codes, payment requests, transfers using mobile numbers or national IDs, and biometrics. Funds will be credited instantly to merchant accounts. The system will eventually replace the existing instant payment systems DEBIN and Pago Electronico Inmediato (PEI). As part of this move, a standardized QR code payment interface was developed allowing users to make payments by scanning any QR code with any mobile banking app or digital wallet solution. Banks and payment companies are required to integrate the standard QR code interface by November 29, 2021. The transaction fee on QR code payments for merchants is capped at 0.8%; this is waived for the first ARS50,000 ($594.75) of sales made every month for the first three consecutive months.
- To encourage card acceptance among merchants, in March 2017 an agreement was signed by the Minister of Production, the Argentine Chamber of Commerce and Services, the Argentine Confederation of Medium Enterprises, Prisma Medios de Pago, First Data, Cabal, Tarjeta Naranja, Italcred, and Tarshop to lower merchant service charges and interchange fees on both credit and debit cards. Merchant service charges were set at 2.5% for credit cards and 1.2% for debit cards from April 1, 2017; these fees were decreased to 1.8% and 0.8% respectively from January 1, 2021. Interchange fees were set at 2.0% for credit cards and 1.0% for debit cards from April 1, 2017, before being decreased to 1.3% and 0.6% respectively at the start of 2021.
- Digital-only banks will help accelerate the shift towards electronic payments. In June 2018, digital-only Wilobank launched in Argentina. Customers are offered a savings account, personal loans, and Mastercard-branded debit and credit cards. By the end of September 2020, the bank had issued 105,454 debit cards and 66,294 credit cards. In January 2019, digital-only Brubank launched in Argentina. The bank offers free accounts that can be opened in minutes, including a Visa debit card and no opening or monthly account maintenance fees. By September 2020, the bank had a customer base of over 1.5 million. And in June 2019, Brazil-based digital-only Nubank launched its operations in Argentina under the brand name Nu. Meanwhile, digital-only Openbank (a subsidiary of Santander) is set to launch in Argentina by the end of July 2021.
