Scope

  • To promote uptake and usage of electronic payments, in 2020 the central bank announced the National Strategy for Retail Payments 2020-2022. As part of the strategy, the central bank started migrating all payment cards and POS terminals to contactless. The central bank also mandated merchants to accept at least one electronic method of payment. In addition, it promoted instant payments by allowing fund transfers using mobile phone numbers, email addresses, civil identification numbers, and tax identification numbers instead of bank account numbers.
  • The rising adoption of contactless payments in transportation is supporting the growth of card payments. For instance, in September 2022, Mastercard partnered with rail operator Fertagus and payment company Finaro to launch Tap & Ride, enabling customers to make contactless payment for a rail ticket to Lisbon. Similarly, in January 2023, Mastercard partnered with Trevo Evora's road transport network Viva Wallet, and Ubirider to launch contactless payment on public road transport. Payment can be made using a card, a smartphone, or a smartwatch.
  • The emergence of digital-only banks will push up electronic payments in the country. UK-based Revolut launched its banking services in Portugal in December 2021. The bank offers Mastercard-branded virtual and physical debit cards. Moreover, digital-only bank Nickel began offering its services in Portugal in August 2022. A complimentary Mastercard Nickel Classic debit card is provided by the bank. Similar to this, digital bank Moey! introduced its eco-friendly debit card in June 2022. It is constructed of eco-friendly materials and inks.
