Supplementary cementitious materials (SCMs) are materials that are primarily composed of reactive minerals and are added to cement-based binders during clinker production or subsequent cement and concrete production. The most common SCMs are fly ash, slag cement, calcined clay, metakaolin, silica fume, and limestone filler. The given materials may undergo various types of processing such as drying, grinding, classification, granulation, or calcination to produce cementitious powder or concrete additives. The main purpose of SCMs is to decrease the amount of clinker needed for concrete production while also affecting a binder's properties, including strength, durability, workability, porosity, and others. In addition, the production of traditional SCMs such as fly ash and slag cement is expected to decline due to changes in global coal power plant and steelmaking operations. Therefore, the demand for alternative SCMs, such as calcined clay, is growing. Specifically, Holcim's five calcined-clay production sites, which were highlighted in Fig.1 for 2025, signify the overall tendency for the industry to shift toward materials with alternative sources.

Clinker Substitution Is Reshaping Material Procurement

Growing demand to replace clinker with alternative materials turns SCM purchasing into a complex process-engineering function. Cement producers seek to reduce the amount of clinker in cement and ensure the required level of performance, including strength, durability, setting, and workability of concrete. This can be achieved through the use of blended cements with adjusted proportions of SCM. Therefore, there is an increased need for SCMs with consistent properties rather than an adequate supply. The significance of industrial by-products as SCMs is highlighted by the fact that over four million metric tons of slag cement were produced in the United States in 2025, according to the Slag Cement Association. Shifts in coal and steel production will also contribute to the need for calcined clay, beneficiating processes, and recycling. Thus, cement producers focus on ensuring a stable supply of high-quality and diverse raw materials for blending.

By material type, fly ash remains the dominant material due to its proven pozzolanic properties and applications in blended cement, ready-mix concrete, durable concrete, and low-clinker cement. Slag cement, in turn, meets global infrastructure demand through its hydraulic properties. At the same time, the production of calcined clay and metakaolin allows for more flexibility and alternative sources as the materials are not highly integrated with electricity generation and steel production. Meanwhile, silica fume is a specialty material with the highest performance in terms of low permeability and a dense structure, while limestone filler is a mineral admixture that improves the characteristics of cement concrete. Holcim, for instance, anticipates five different production sites for calcined clay in 2025. As a result, the competitive position of firms depends on alternative sources, production capabilities, and the stability of supply-demand relations.

The product form plays an equally significant role in the application and usage of different SCMs. The simplest form of powder is the most viable option due to its compatibility with the existing systems for grinding, batching, and automated dosing with minimal adjustments to the process. At the same time, some applications require customized solutions in the form of slurry or suspension, which helps separate fine particles and control dust emissions, although their transportation and storage are more complicated due to the water content. Granulated material, in turn, facilitates the process in specific areas, requiring additional modifications to the production process. Overall, Holcim aims to differentiate its products at the level of environmental product declarations, targeting more sustainable and differentiated offerings. In 2025, the company produced more than 1,600 declarations for 6,000 different products in 28 countries. As such, it can be stated that powder remains the most viable option due to its compatibility with the existing production and logistics infrastructure.

Supplementary Cementitious Materials Market- Geographical Insights

Asia-Pacific offers a compelling market for the adoption of SCM due to the region's extensive cement production capacity, infrastructure needs, and access to industrial by-products and mineral resources. India, in particular, plays a critical role in the downstream market for cement manufacturing, offering considerable potential for grinding and blending networks, as well as emerging alternatives to fly ash and slag. UltraTech Cement's 127.44 million tonnes of cement produced in FY2024-25 offers perspective on the region's vast downstream production and its potential to localize SCM production, procurement, blending, and formulation. Meanwhile, India's research and technical networks are also contributing to the adoption of alternative cements like limestone calcined clay cement (LC3). These factors create formidable advantages for the development of the SCM market, including a broad cement manufacturing base, access to alternative minerals, and technical expertise in downstream formulation.

North America is similarly attractive for the development of the SCM market, due to the region's advanced materials production and construction sectors, as well as the technical expertise in cement production and by-product utilization. Slag cement, fly ash, and other mineral materials have long been utilized in composite cement and concrete production, and the region's demand for performance concrete is facilitating increased utilization of blended cement and supplementary cementitious materials. In the U.S., the production of cement falls under strict technical standards, supporting its use in construction. According to the USGS, 97 facilities produced cement in 2025, spanning 34 states. This widespread production network can support local sourcing and blending of materials, including SCM. Nevertheless, the reduction in coal-fired power production in the region threatens the supply of fly ash, encouraging innovation in downstream material beneficiation, alternative materials, and other supplementary cementitious materials.

Supplementary Cementitious Materials Market- Competitive Landscape:

The competition in the market is shifting from the availability of industrial by-products to the capacity to process various mineral feedstocks into specific cementitious materials. The leading manufacturers and SCM suppliers are enhancing their competitive positions based on the expertise of producing specialty cements, employing calcination technologies, utilizing beneficiation processes, and improving quality control systems, as well as establishing local production infrastructures. Moreover, the establishment of partnerships is becoming strategically relevant for access to clay deposits, recovered materials, industrial wastes, and other alternative mineral resources. For example, Heidelberg Materials has commissioned an industrial demonstration flash calciner for clay in Ghana, which is expected to start operating in 2025, with an annual production rate of more than 400,000 tonnes. By developing alternative mineral resources, Heidelberg Materials aims to diversify its supply of SCMs, while Holcim wants to rely more on alternative mineral resources to reduce its reliance on traditional SCMs. As a result, the competition takes place through the security of feedstocks, the application of knowledge, technologies, and expertise in processing, the quality of products, and their overall performance at the production level.

Recent Developments:

In May 2025, Heidelberg Materials commissioned an industrial flash calciner for clay in Ghana with an annual production capacity of over 400,000 tonnes. The calcined clay produced at the facility will be used to manufacture cement with reduced clinker content. The company aims to exploit local material resources, creating an alternative source of SCM, thus enhancing its supply chain diversity.

In June 2025, JK Cement announced the start of commercial production of limestone calcined clay cement (LC3) at its Mangrol plant in Rajasthan. The company hopes to transition from the pilot scale to industrial scale in India in the near future. That ensure the country's alternative cement production capacity and contribute to lower-clinker cement production.
