Over the review period, Taiwan saw value growth in consumer lending, driven by low income growth, rising costs of living and rising income disparity. Although the national unemployment rate remained relatively low at 3.8% in 2017, the number of part-time workers increased significantly. This number was highest in manufacturing, where around one quarter of the workforce is located. The demand for consumer lending is strongest during periods when consumers typically have cash flow problems.
