This IDC Market Perspective updates IDC's view on the drivers, dynamics, and impact of digital sovereignty in Europe for 2026. Europe's sovereign cloud market has decisively moved from conceptual debate to operational reality in 2026, driven by a maturing regulatory landscape, heightened geopolitical sensitivities, and a clear shift in procurement and architectural strategies. Adoption rates are accelerating, driven by enterprises' need to address cybersecurity, extraterritorial data requests, regulatory compliance, and increasingly, autonomy amid geopolitical uncertainty. AI sovereignty is emerging as a critical frontier. However, the market is not fragmenting along national lines. Organizations are adopting hybrid strategies, combining global and local providers to balance innovation, scale and sovereignty requirements. They are prioritizing providers with in-country datacenters and regional certifications for cloud and cybersecurity, but high complexity and cost - exacerbated by the "sovereign premium" and rising integration expenses - remain significant barriers."Sovereign cloud in Europe is now an operational mandate, not a theoretical aspiration.
