Why you need this report

Chinese state-designated laboratories now supply authors for 53.5% of China’s papers at the European Conference on Optical Communication (ECOC) 2026, up from 24.3% in 2022. China’s overall share of papers moved far less, from 24.6% to 29.5%, and has been level since 2025. The change is in who stands behind the work, not in how much of it there is. Huawei’s share of China’s papers fell from 42.1% to 19.0% over the same period, while China Mobile, China Telecom and China Unicom rose from 6 to 22 papers.

We wrote this brief because conference counts usually stop at country totals, and the country total hides the story. By assigning each author’s employer to its parent company’s headquarters, we separate Huawei’s overseas labs from Chinese universities and company research arms. The method gives China 200 of 677 papers (29.5%). The printed-country method gives 26.5%. The gap comes mainly from 25 Huawei and Futurewei papers that print a Canadian, French, German or US site.

The brief also tracks where China is strong and weak by topic, and what moved in quantum communication, fiber sensing and satellite optics. China-headquartered authors appear on 46.1% of signal-processing papers and 13.5% of quantum papers. A reader planning optical, subsea, data center interconnect or research partnerships can use these topic shares to see where Chinese state-backed work is concentrated.

Scope

This brief analyzes the 677 papers at ECOC 2026, and compares them with 524 papers at ECOC 2025, 435 at ECOC 2022, 440 at ECOC 2023 and 700 papers at the Optical Fiber Communication Conference (OFC) 2026. ECOC 2024 has no country data and is excluded from country comparisons. Country counts use the headquarters of each author’s employer, and each paper counts once per country. Topic counts are keyword estimates from titles and abstracts. Funder counts use the acknowledgement text found in 520 of the 677 ECOC 2026 papers. MTN Consulting does not infer nationality from author names.

Introduction: Who stands behind China’s optical research

China-headquartered authors appear on 200 of the 677 ECOC 2026 papers, or 29.5%. Japan follows with 134 papers, the US with 73, Finland with 70, Italy with 66, the UK with 65 and Germany with 63. At OFC 2026, the same method gives China 259 of 700 papers (37.0%).

The share of China’s ECOC papers that name a state-designated laboratory in an author affiliation more than doubled between 2022 and 2026. We count four types: State Key Laboratories, key laboratories at national, provincial or Ministry of Education level, Chinese Academy of Sciences institutes, and Peng Cheng or Zhangjiang Laboratory. Universities host most of them. Of the 107 ECOC 2026 papers that name one, 71 do so on a university affiliation, 35 on a state laboratory or institute and 27 on a company.

The designation does not separate papers that acknowledge Chinese government funding from the rest. Chinese national or provincial funds appear on 43 of 89 designated papers with an acknowledgement (48.3%) and 29 of 59 other China-headquartered papers (49.2%). We cannot tell whether more papers name these laboratories because more work comes from them or because authors print the name more often.

Key findings

  • 1. State-designated labs provide authors for 53.5% of China’s ECOC 2026 papers, up from 24.3% in 2022 and below 61.8% at OFC 2026. Beijing University of Posts and Telecommunications (BUPT) papers name a lab on 20 of 25 papers, against 3 of 12 in 2022.
  • 2. Huawei has an author on 19.0% of China’s papers, down from 42.1% in 2022. China-headquartered papers without Huawei rose from 62 to 162.
  • 3. China’s papers cluster in hollow-core fiber (25 of 56 papers), optical circuit switching (10 of 15) and thin-film lithium tantalate (6 of 6). They are scarce in multicore fiber (5 of 37) and seismic sensing (0 of 11).
  • 4. Quantum communication makes up 7.5% of ECOC 2026 titles (7.1% in 2025, 4.1% in 2022), but the content moved. Network-layer titles rose from 6 to 18 and chip-scale titles from 3 to 13, while field-trial titles fell from 11 to 7.
  • 5. Fiber sensing is mostly lab work. Of 65 papers, 25 use deployed fiber, 10 ran on live traffic and 5 name the operator that owns the fiber.
  • 6. No author of the 28 satellite papers works for SpaceX, Amazon, Telesat or another constellation operator, yet four use Starlink as the design target or orbit data. China-based organizations have authors on 8 of the 28 (28.6%).
  • 7. Canada-headquartered authors appear on 3.4% of ECOC 2026 papers (23 of 677), against 1.7% (9 of 524) at ECOC 2025.
