Expansion of national quantum communication projects presents a clear opportunity. More than 30 countries had established national quantum strategies in 2025, according to the OECD, accelerating cross-border collaborations and public-private partnerships.

The competitive landscape remains fragmented across quantum technology developers, optical networking providers, and telecommunications operators.
