Pipe Relining Market Forecast (2025-2031), Global and Regional Share, Trends, and Growth Opportunity Analysis - by Solution (Product and Service), Products (CIPP Equipment, Liner, High Pressure Water Jetters, Inversion Drum, Pulling Machine and Others), Services [Cured-in-place Pipe (Patch or Spot Repair and Liner or Longer Repair), Pull-in-place, Pipe Bursting and Internal Pipe Coating], Curing Method (Ambient Cure, Hot Water Cure, Steam Cure and UV Light Cure), End-user (Oil and Gas, Chemicals, Municipal and Others) and Geography
The pipe relining market size was valued at US$ 9,267.6 million in 2024 and is expected to reach US$ 13,093.7 million by 2031; it is estimated to record a CAGR of 5.3% from 2025 to 2031.
The pipe relining market is segmented into five major regions-North America, Europe, Asia Pacific (APAC), the Middle East & Africa (MEA), and South America. North America dominated the market in 2024, followed by APAC and Europe, respectively. North America is one of the noteworthy regions for the pipe relining market, driven by the existence of aging pipeline infrastructure and growing industrialization. Many cities in the US and Canada are grappling with decades-old sewer and water pipelines that demand urgent replacement or repair. The growing government focus on sustainability and minimal disruption to urban areas has made pipe relining a desired solution, which is propelling the growth of the pipe relining market in North America. The US holds a promising position in the market owing to continuous developments in its oil and gas, and water and wastewater management sectors.
The installation of sewage pipelines and wastewater treatment facilities leads to an increased demand for maintenance activities. Ensuring an adequate water supply and proper sanitation are essential components of advanced sewer and drainage infrastructure. The development of new infrastructures, including universities, schools, commercial offices, and housing, necessitates a high level of pipe relining activities to ensure effective drainage. In March 2024, the US Department of Agriculture Rural Development declared US$ 16.9 million for water and sewer development projects in rural Michigan. In April 2024, the US government announced US$ 320 million for the development of Tribal Domestic Water Infrastructure. Various federal funding initiatives are enhancing the wastewater treatment infrastructure in the US. The Water Infrastructure Finance and Innovation Act has already disbursed US$ 8 billion in loans for 42 wastewater infrastructure projects.
Europe is another significant market for pipe relining, steered by strict environmental regulations and efforts to upgrade water and sewer systems. The UK, Germany, and France are among the countries leading the adoption of trenchless technologies for pipeline repair, which is boosting the growth of the pipe relining market in Europe. In 2024, Linde Engineering announced a collaboration with Shell Deutschland GmbH (Shell) to build a 100-megawatt (MW) renewable hydrogen plant for the REFHYNE II project at the Shell Energy and Chemicals Park Rheinland in Wesseling, Germany. In February 2025, Salzgitter AG initiated the construction of a 100 MW electrolysis plant for green hydrogen in Germany. The plant will generate approximately 9,000 tonnes of green hydrogen annually to produce carbon-reduced steel from 2026. In 2023, the governments of Germany and Italy joined forces to form a gas pipeline. The proposed pipeline is a ~3,300 km project and is anticipated to incorporate four European transmission system operators: Trans Austria Gasleitung, Snam, Bayernets, and Gas Connect Austria. The development of new pipelines and maintenance of the existing gas infrastructure network boosts the demand for pipe relining services.
Asia Pacific represents a rapidly developing market for pipe relining due to increasing urbanization, industrialization, and enhanced investments in infrastructure development. Countries such as China, India, Japan, and Australia are key contributors to this market. In 2024, the Government of India inaugurated and initiated the construction project of ten sewage treatment plant (STP) projects. Among these, five projects were inaugurated across Uttar Pradesh and Bihar. Additionally, the government also laid the foundation stone for five more projects across Bihar, Jharkhand, and Uttar Pradesh. Developments in water and wastewater management facilities are acting as a major driver for the pipe relining market.
The Middle East & Africa exhibits a developing market for pipe relining, with an emphasis on water conservation and efficient pipeline management. Saudi Arabia has allocated significant funds for water infrastructure under its Vision 2030 initiative. Additionally, in the UAE, the Dubai Municipality has commenced several pipeline rehabilitation projects using trenchless techniques. South & Central America is an emerging market for pipe relining, with increasing investments in infrastructure upgrades and modernization. Countries such as Brazil and Argentina are the key contributors to the region's market growth.
On the basis of solution, the market is segmented into products and services. Among these services segment registered the highest market share in 2024 and is anticipated to drive the market growth from 2025 to 2031. In terms of services, the pipe relining market is segmented into cured-in-place pipe, pull-in-place, pipe bursting, and internal pipe coating. Among these, the cured-in-place pipe segment held the largest share in 2024, primarily owing to the increasing demand from municipalities for water conservation.
The other types of pipe relining include pull-in-place, pipe bursting, and internal pipe coating. Cured-in-place pipe (CIPP) is the most common solution used for rehabilitating or repairing pipes without digging. In this process, advanced composite resin materials are injected into deteriorating pipes to restore damage, enhance flow, and extend the lifespan of the pipe. Furthermore, for pipes that require structural strength, a resin-injected liner is pulled into place before being cured rock-hard. Moreover, for nonstructural pipes, the resin is inserted into the pipe to be repaired, building a new pipelining that will be effective for years.
CIPP is appropriate for efficiently repairing sections of sewer pipes that are in good condition but require additional strength. This method is also widely used in the oil & gas industry to avoid pipeline leakage. Oil and gas pipelines require advanced technology solutions that do not involve any digging and excavation of land. The cure-in-place pipe helps extend the lifespan of underground pipelines, which are too expensive to excavate and replace. It is suitable for systems with larger diameters and underground sewer lines and drains that have very expensive access costs and have fewer connections. The CIPP is appropriate for weakened pipes or pipes with unstable conditions.
With CIPP, pipe relining is executed using a PVC-impregnated liner to close all the cracks and holes in the pipe. The process involves cleaning the old pipe through a jetter before installing the new liner. The liner is then sealed using a hot, high-pressure stream that runs through the line with a bladder. It is the most common method used for water pipe repair for storm sewers and sanitary sewers, and it is gradually being used for repairs of drinking water pipes. Presently, ~50% of all damaged pipes are being restored using CIPP technology.
Several oil and gas pipeline service providers are using this technology to repair and maintain damaged pipes. This technology helps in saving the additional cost of pipe replacements. In 2023, Argentina's government announced and sanctioned US$ 115 million for the development and extension of a wastewater treatment plant in Buenos Aires. In February 2024, ACCIONA finished the development work of the Pachacutec Wastewater Treatment Plant in the Ventanilla district of Lima, Peru. Thus, the growing government emphasis on wastewater and water treatment facilities is fueling the usage of cured-in-place pipe solutions across the globe.
