This report provides a comprehensive analysis of the market including market size, growth drivers, competitive positioning, and revenue forecasts across fuel cycle stage, fuel type, fuel form, reactor application, and fuel-cycle service segments.
Technological Innovation Driving Market Expansion
Higher-enrichment and advanced fuels are expanding the addressable market. HALEU, ATF and TRISO fuels are among the fastest-growing segments, and LEU+ is now moving into production, with Urenco USA authorised by the NRC in September 2025 to enrich to just under 10% U-235 and Urenco's Capenhurst plant producing 7% LEU+ in a trial run in May 2026. On the fabrication side, GNF holds NRC approval to fabricate fuel of up to 8% enrichment, and Framatome gained approval in June 2026 to fabricate fuel of just under 10% enrichment and TRISO fuel at Richland. Global Laser Enrichment is progressing licensing of laser enrichment capacity at Paducah.
Back-end innovation is also advancing. Spent fuel, reprocessing and recycled fuel services are a growing component of market value, driven by reactor operator demand for closed-cycle options, DOE recycling investment and Japan's progress towards completing the Rokkasho reprocessing plant. Advanced reactor demand - spanning high-temperature gas-cooled, fast-spectrum and molten-salt designs - is creating new requirements for fuel cycle services that did not previously exist at commercial scale.
Trade and Supply Chain Dynamics
Nuclear fuel supply chains are being reshaped by sanctions, trade policy and national security objectives. The U.S. bans imports of Russian low-enriched uranium through 2040, with waivers available until the end of 2027, and Russia has responded with restrictions on enriched uranium exports to the U.S. The UK banned Russian uranium imports from May 2026. Governments are funding alternatives: the DOE awarded US$2.7 billion of enrichment task orders in January 2026, and Executive Order 14299 directs the DOE to make HALEU available to authorised private-sector projects.
On the supply side, Kazatomprom is deliberately producing below nominal capacity and Niger nationalised Orano's Somair mine in June 2025. These dynamics are increasing the importance of long-term contracting. Suppliers that combine secured uranium, licensed conversion, enrichment and fabrication capacity, and non-Russian supply credentials are best placed to address a broader range of utility and advanced-reactor requirements.

Why This Market Intelligence Matters
The global nuclear fuel market is evolving from a Russia-dependent, commodity-led supply chain towards a more diversified, security-driven and technology-differentiated one. Higher-enrichment fuels, new enrichment and fabrication capacity, recycling and advanced reactor demand - together with sanctions and long-term contracting - are increasing the strategic importance of fuel supply for utilities, governments and reactor developers.
