Green Ammonia Market

The future of the global green ammonia market looks promising with opportunities in the power generation, transportation, and industrial feedstock applications. The global green ammonia market is expected to reach an estimated $2.1 billion by 2035 from $0.6 billion in 2027 with a CAGR of 23.2% from 2027 to 2035. The major drivers for this market are growing need for eco-friendly fertilizers and rising demand for biofuels.

  • Lucintel forecasts that, within the technology category, alkaline water electrolysis is expected to witness the highest growth over the forecast period due to supportive government policies accelerating green hydrogen investments.
  • Within the application category, power generation is expected to witness the highest growth over the forecast period due to rising electricity demand and increasing renewable integration worldwide.
  • In terms of regions, Europe is expected to witness the highest growth over the forecast period due to ambitious decarbonization targets and strong electrolyzer manufacturing capabilities.

Emerging Trends in Green Ammonia Market

Green ammonia production has progressed from the research and development stage and is expected to move toward the demonstration stage by 2025 and the pre-commercial stage by 2027. A variety of factors, including decreasing costs for renewable energy, international shipping targets to achieve zero emissions by 2050, and-net; and improving availability of maritime fuels, improve the outlook for green ammonia. According to Lucintel, investment will help identify large-scale projects.

  • Renewable Integration: Projects are integrating renewable energy to produce hydrogen via electrolysis. Solar and wind energy projects are focusing on storage and balance energy systems. In 2024, 91% of all new electrical capacity was generated from renewable energy. Projects integrating renewable energy will have a lower carbon footprint and increase the premium of green ammonia compared to conventional ammonia.
  • Maritime Fuel Adoption: The maritime industry is investing in the development of corridors to transport and use green ammonia. Green ammonia is being used to decarbonize maritime transport. Green ammonia will play an integral role in achieving the International Maritime Organization's (IMO) decarbonization goals.
  • Contract-led Project Finance: Project sponsors are this time binding off-takers (customer) of ammonia to secure the final investment decision (FID). The concern around the levelized cost of electricity (LCOE) of ammonia remains. Yara disclosed that it continues to assess ammonia projects using its capital allocation framework. The new focus on off-takers should result in an improvement in project completion. The focus is on the 2030 time frame.
  • Supply Diversification: There is ongoing efforts to increase supply of products in various regional markets (including renewable hydrogen) and domestic production to satisfy the growing demand. The Renewable Energy Directive 2 of the European Parliament requires that from 2030 a minimum of 42.5% of the industrial consumption of hydrogen is to be from renewable energy sources.
  • Increased Standards: Growing demands for traceability and accuracy in environmental impact assessments, contracts and guarantees have increased. Clear standards and regulations will help maintain market confidence.

The market is still focused on the technology and is less concerned with the demand. The primary demand is for fertilizers; however, the potential exists for distribution, power generation and other markets. Declining costs of renewable energy should improve the overall competitiveness of green ammonia.

Recent Developments in the Green Ammonia Market

Green ammonia is moving beyond pilot projects to Enter supply contracts to meet the needs of shipping, power generation and fertilizer production. The number of projects is expected to increase between 2025 and 2027, especially with the development of regional policy and infrastructure. According to Lucintel, the market is likely to grow, but the pace of project completion will be erratic.

  • Investment: During the next few years, the renewable energy and green hydrogen sectors are expected to diversify and integrate the production of green ammonia. In April 2025, the EU Hydrogen Bank awarded 15 green hydrogen projects, positively impacting the Green Ammonia project finance outlook.
  • Supply Contracts: Green ammonia producers are entering into supply contracts, and green ammonia off-takers are forming partnerships to develop the supply and import infrastructure, respectively. In February 2025, Cepsa and Yara announced they would work together to produce and supply green ammonia in Europe.
  • Increased Production: Production is shifting from demonstration to large-scale production. In 2027, NEOM Green Hydrogen plans to produce 600 tonnes of green hydrogen each day. At this production level, the company would produce 1.2 million tonnes of green ammonia each year. Once operations begin, further cost reductions are expected, which may lead to the establishment of green ammonia export industries.
  • Favorable Government Policies: Policies related to green ammonia are also focusing on permitting and market policies. In May 2025, the Indian government established a program to produce green ammonia and set price supports for green ammonia producers. Ofsakes for green ammonia by the Indian government may encourage domestic production of green ammonia and reduce imports.
  • New Technology: The cost of producing green ammonia may further decrease due to improvements in the performance of electrolyzers. In March 2025, ThyssenKrupp nucera announced they produced an electrolyzer module which can operate at 20 MW. The larger module may benefit green ammonia projects by reducing the time and cost to construct a project.

Continued focus on the production of green ammonia has led to improvements in the cost and time to construct projects. Fertilizer production remains the primary market for green ammonia with maritime and aerial transportation fuels expected to be the fastest growing markets. Based on the development of renewable energy and green ammonia projects, the first projects to be constructed will likely be in Europe and the Middle East. Most projects still lack sufficient financing. By 2027, the green ammonia projects with the highest capacity may not be the largest, but may be the first to be constructed.

Strategic Growth Opportunities in the Green Ammonia Market

Reduced costs for renewable energy, combined with regulatory pressures and government funding for green hydrogen, will create an ammonia market between 2024 and 2026. Ammonia can be used as a fuel and/or energy storage medium, and as such, is of interest to the power generation and gas distribution sectors. Ammonia is attracting interest as a fuel in the maritime industry, and as an input for the production of low-carbon fertilizers.

  • Maritime Fuel Conversion: It is expected that the maritime industry will construct ammonia-ready vessels and develop bunkering infrastructure. In 2025, MAN Energy Solutions reported it had over 300 ammonia-ready engines in backlog and in operation. Maritime customers will have to replace their current fossil-based marine fuels to comply with the FuelEU Maritime standards, and in the process, pay higher fuel costs.
  • Low-carbon Fertilizer: Low-carbon ammonia can be used to produce low-carbon fertilizers. Fertilizer producers can benefit from the increased focus on reducing Scope 3 emissions. Yara predicted that its Porsgrunn plant can produce 5,000 tons of green ammonia per year starting in 2025.
  • Power Generation and Seasonal Storage: Green ammonia has longer storage durations than battery storage, and can help bridge the energy gap in areas like Japan during the winter. The 2025 fiscal plan requires 3 trillion yen to develop hydrogen and ammonia production by 2030. Japanese and other Asian utilities will enter into recurring ammonia off take agreements.
  • Emerging-market Supply Hubs: Many developing countries have the potential to develop green ammonia production and export facilities while also developing local industry. In 2025, the Indian government awarded a green ammonia production contract to a company to produce 724,000 tons per year. More production facilities will be developed along major renewable energy production corridors.
  • Integrated Electrolyser-ammonia Plants: Green ammonia production facilities can be developed to produce and ship ammonia to other countries. Modular designs will allow producers to develop ammonia production and shipping facilities in hard to reach areas. In 2025, a 10 megawatt electrolyzer and ammonia production facility was completed in the Port of Rotterdam.

Initially, the fertilizer and shipping industries will be the biggest markets for green ammonia. As the price of carbon increases and other markets adopt carbon pricing, more ammonia will be used to displace fossil fuels. Of the various markets for green ammonia, the most restriction will be on the infrastructure to import green ammonia.

Green Ammonia Market Drivers and Challenges

There are various factors that impact the market, including technology, regulation, and energy, and continue to shape the landscape for green ammonia. Lowering industrial emissions remains a key challenge. Green ammonia can play a vital role in addressing this need. Lucintel has outlined the sector as strategic for reducing the carbon footprint of industry.

The factors responsible for driving this market include:

  • Customer Pull: The need for low-carbon input materials by emission intensive industries, coupled with the potential of ammonia as a marine fuel by the shipping industry has created an urgency for ammonia production and use. The International Maritime Organization's (IMO) goal to decarbonize the shipping industry is further reinforcing this market pull. Within the next three to five years, strong market pulls from shipping, as well as the production of fertilizers and electricity, may result in improved market situation and an increased number of projects.
  • Technology Improvements: The engineering of systems required to produce green ammonia from renewable energy is improving. Commercially available electrolyzers now exceed 20 megawatts. Improvements in other technologies such as ammonia synthesis, storage, and cracking should be closely aligned to help reduce the levelized cost of green ammonia. These improvements will be further helped by better operating systems, digital and more effective process controls, and enhanced catalysts. Green ammonia produced in these systems should be economically competitive with gray ammonia by 2030.
  • Regulatory Support: Carbon pricing, renewable hydrogen and clean fuel policies, and related incentives, are helping to encourage green ammonia production. The EU's revised Renewable Energy Directive (2018) provides a minimum volume of renewable fuels to be produced, which includes a pathway for renewable fuels in the transportation sector. Policies that encourage the production of renewable fuels, including green ammonia, help provide investors with the necessary certainty to construct the infrastructure required to facilitate the transport and storage of renewable fuels. The next three to five years should see a shift from announcing green ammonia production to the international commercial trade of the product.
  • Regulatory Support: Green ammonia has the potential to address emissions from fertilizer production and other sectors. Green ammonia can also help with storing excess renewable energy and Zero-emission shipping. Many strategies aimed at preventing global warming and achieving the goals of the energy sector focus on the use of hydrogen and its derivatives to replace high-emissions sectors by the 2030s. In the next three to five years, similar goals by companies and countries to achieve net-zero emissions by 2050, as well as other initiatives aimed at reducing emissions in the food system, are likely to create additional demand. Ammonia is likely to play an important role in achieving these goals, if the production and use of ammonia is integrated with other renewable energy and water systems.
  • Sustainability: Ammonia has the potential to play an important role in helping countries meet their energy and employment goals by improving their energy and ammonia production and distribution infrastructures. Many of the planned clean-hydrogen hubs, which are likely to be established by 2025, will include ammonia. Ammonia can help reduce logistical costs to export hydrogen and can help meet the demand for hydrogen in other countries. In the next three to five years, similar strategies to coordinate the development of industrial and energy infrastructures in different countries will also help green ammonia replace higher emissions energy in more countries.

The challenges facing this market include:

  • High Production Costs: Compared to conventional ammonia, the production of Green ammonia is capital- and energy-intensive. Razzaq et al (2021) report that in 2025, several regions of the world had high prices for renewable hydrogen, especially in regions where the cost of electricity was high. High costs and limited subsidies discourage adoption of renewable hydrogen and ammonia. The cost of renewable energy and production equipment, together with the cost of electrolyzers, are expected to decline in the next few years. However, the cost of renewable energy would still determine the level of competitiveness of green ammonia with conventional ammonia.
  • Green Ammonia Depends on Variable Renewable Energy: The intermittent nature of solar and wind energy limits their ability to reliably supply uninterrupted power to Green ammonia plants. A number of projects in 2025 were aimed at improving the energy storage and inter-connection of power systems. Water, land and energy constraints, together with inadequate energy infrastructure, increase the time required for Green ammonia projects. The next few years may see insufficient low-cost renewable energy, increasing costs and higher levels of regional disparity in the production and use of Green ammonia.
  • Uncertainty in Standards, Safety, and Markets: Consistent international certification of carbon accounting and transport protocols is lacking, as is international consistency in ammonia management. In 2025, the ammonia industry was still looking for consensuses on the definitions of renewable hydrogen and emission scopes to be eligible for crediting schemes and to assist in achieving procurement goals. Compared to other fuels, ammonia is considered more dangerous. The production, storage and transport of ammonia requires specialized equipment and procedures. Inconsistent and disparate regulations may negatively impact the ammonia industry over the next 3-5 years. On the other hand, the industry may benefit from coordinated and consistent regulations during the same time period. The industry may also benefit from increased regulations that facilitate safety and industry practices.

The ammonia industry is likely to experience increasing demand in the coming years. Ammonia is seen as a viable fuel source for many applications. While many barriers to the ammonia industry have been reduced, including market incentives and climate change policies, large barriers related to the costs of producing renewable energy and ammonia remain. The largest barriers to the ammonia industry are likely to vary by region. The ammonia industry in regions that have integrated policies to promote the industry are likely to progress more rapidly than regions that do not have similar policies.
