Most solar publications tell you how many gigawatts Italy installed, what irradiance looks like, or how large the pipeline could become. Those are useful context and poor sequencing advice. Irradiation matters; the rate-limiting assets are usually land control, connection maturity, permit defensibility and a bankable route to revenue. A cheap parcel with sun is not a project. An accepted grid solution without land rights is not a project.
