This is a working document, not a market report. It assumes you are trying to actually build something.

Most data center publications tell you how big the market is. That is a number you can get for free, and it will not help you. This guide tells you what to do, in what order, and what happens when you do it in the wrong order - which, in this business, is usually fatal to the schedule and occasionally fatal to the project.

One organising idea runs through it. Data center development used to be a real estate business with an electrical problem attached. It is now an electricity business with a real estate problem attached. Every sequencing recommendation here follows from that inversion: you do not select a site and then find power. You find power and then select a site.
